(6) 入札方法 入札金額は、各社において設定
する契約電力に対する単価（kW単価、同一月
においては単一のものとする。）及び使用電
力量に対する単価（kWh単価、同一月におい
ては単一のものとする。）を根拠（小数点以
下を含むことができる。）とし、当庁が提示
する契約電力及び予定使用電力量の対価を入
札金額とすること。なお、落札決定に当たっ
ては、入札書に記載された金額に当該金額の
10パーセントに相当する額を加算した金額
（当該金額に１円未満の端数があるときは、
その端数金額を切り捨てるものとする。）を
もって落札価格とするので、入札者は、消費
税及び地方消費税に係る課税事業者であるか
免税事業者であるかを問わず、見積もった契
約金額の110分の100に相当する金額を入札書
に記載すること。
(7) 電子調達システムの利用 本件は、入開札
等を電子調達システムを利用した方式により
実施する。ただし、電子入札方式により難い
者は、支出負担行為担当官の承諾を得た場合
に限り紙入札方式により参加し、又は紙入札
方式へ変更することができる。
２ 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 令和07・08・09年度最高裁判所競争参加資
格（全省庁統一資格）の「物品の販売」にお
いて、Ａ等級に格付けされ、近畿地域の競争
参加資格を有する者であること。
(4）上記２(3)の資格の申請の時期及び場所は、
全省庁統一資格申請の方法による。
(5) 電気事業法第２条の２の規定に基づき、小
売電気事業の登録を受けている者であること。
(6) 予算決算及び会計令第73条の規定に基づき、
支出負担行為担当官が定める資格を有するも
のであること。
(7) 開札時において、最高裁判所から指名の対
象外とすることを定める措置を受けていない
こと。
(8) 入札説明書の交付を受けた者であること。

４ その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札の無効 本公告に示した競争参加資格
のない者のした入札、入札者に求められる業
務を履行しなかった者の提出した入札及び入
札に関する条件に違反した入札は無効とする。
(4) 契約書作成の要否 要。
(5) 落札者の決定方法 予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。
(6) 入札者に要求される事項 この一般競争に
参加を希望する者は、本公告に示した業務が
履行できることを証明する書類を指定する期
日までに提出しなければならない。入札者は、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、これに応じなければな
らない。
